Calvin originally trained as a political economist. Graduating initially from City University, London, he pursued his studies through to doctoral level at the University of Glasgow.  After a time in industry, he took his first teaching post at Bretton Hall College in the 1990s and then transferred to Leeds University in 2001.  His principle interest is in the creative industries as a force for cultural, social and economic transformation.  He was appointed to the Leeds Chair in Cultural Industries in 2008, becoming Chair in Cultural Economy in 2013.

 I have pursued a number of research themes over the years that can broadly be grouped as follows:

Each of these is briefly described below together with their related publications/outputs.

  1. The Critique of Cultural Value

Dominant accounts of cultural value assign it to either a psychology of individual affect, or, to the norms of values of the social groups that appropriate it, including, for example Foucauldian interpretations of cultural value as a term of governance. In my work I am aiming to challenge these psychological and sociological reductions by demonstrating that cultural value in contemporary discourse should be treated as an object within a longer tradition of political philosophy and political economy in order to demonstrate the continuing relevance of the critique of political economy as a viable and valid intellectual project in the twenty-first century. This area of work has been developed with the support of a grant under the AHRC Cultural Value Project in 2013-14.

  1. Theorising the Creative Economy

Whilst critiques of the creative economy have been quick to marshal the standard empiricist lament about definitional matters, what has actually been missing is a coherent conceptualisation of it. As a consequence a number of conceptual ‘folk wisdoms’ have been widely adopted regarding, for example, the sociality of the creative industries; the functionality of intermediation; the non-cognitive nature of creativity, and so forth. This has led to a kind of sociological ‘romanticism’ in which the creative economy/creative industries are held to stand for immediate social connectivity. In these papers and book chapters I have argued variously for regarding intermediation as a new form of networked social structuration; suggested that creativity as a form of knowledge exchange needs to be re-connected to questions of knowledge and cognition and critiqued the over-socialisation of the creative economy that occurs in many dominant accounts.

  1. Creative Economies in International Perspective

Whilst the creative economy has been casually regarded as a superficial urban economic fix in many quarters, I have been interested in and intrigued by the diversity of ways in which a wide range of radically different international locations have expressed an interest in it and what it might mean to them. What is often striking is the diversity of the audiences who pick up on the ideas, from policy agents, to arts sector representatives to community organisations to informal citizens groups. What is even more interesting is how such notions as the creative economy accrete different and divergent meanings across different locations. The British Council’s Creative Economy Programme has supported this area of my research activities. Projects have been undertaken in Colombia, Croatia, Mexico and Pakistan. These have included a diverse range of activities including workshops, policy forums and knowledge exchange with local research teams.

Projects

Pakistan Creative Industries. (2014). Working with the British Council in Pakistan to raise the profile of both the established and emergent creative economies of Karachi, Lahore and Islamabad. The project produced a report combining data and case studies and engaged with a wide range of policy-makers across a range of administrative levels, artists, entrepreneurs, students and academics.

Creative Industries in Puebla, Mexico. (2012). Working with the Economic Development Department of Puebla Municipality (and financially supported by the British Council) to understand types and levels of innovation within the local economy. This was a knowledge exchange project with a local research team within the Municipality working on developing locally sensitive innovation strategies.

 

Creative Industries of Colombia (2002-2007). My work in Colombia, supported by the British Council, comprised two advisory projects. The first was with the City of Bogota that had decided to undertake a Creative Industries Mapping Exercise as part of a wider city strategy. I advised on the creation of a team, worked through possible methodological strategies with them and assisted in problem-solving. The second advisory project was working with the Regional Economic Observatory (CRECE) of the Caldas Region (centred on the City of Manizales) to develop a creative industries mapping toolkit. Again I advised the team and acted as a critical friend to their work. The toolkit that they developed has gone on to be used around the world.

Creative Industries in the South-East of Europe. (2004). This was a short intensive project supported by the British Council built around a workshop on creative industries policy and the role of evidence in Split, Croatia. It included participants from a range of cities in Bosnia-Herzegovina, Kosovo, Serbia, Croatia, Albania, Romania and Montenegro.

Framework for Global Cultural Statistics (2006)

In 2006, I was invited, with Prof Andy Pratt (LSE, now City University, London) and Paul Owens (Burns Owen Partnership) to review the UNESCO 1986 Framework for Global Cultural Statistics and make recommendations for its revision. The recommendations drew heavily from our collective experience of describing and quantifying the impacts of culture in the UK and around the world. After a lengthy period of international consultation, and under the supervision of an expert group, the finalised recommendations were adopted by UNESCO in 2009.

Creative Yorkshire (2002-2005) Phase II

Phase II of the Creative Yorkshire research programme consisted of a number of research and reporting exercises determined by the Creative Yorkshire Steering Group. These topics covered the voluntary and community sector, workspace needs and cultural diversity. Each has been used by the Arts Council to determine strategy in each of these areas.

Creative Yorkshire (2000 – 2005) Phase I

Creative Yorkshire Phase I comprised two pieces of research: first, a comprehensive detailed mapping of the creative industries sector in the Yorkshire and Humber Region, including a full suite of regional comparative performance indicators and second, a series of case studies of enterprises working within the creative industries sector. This project was jointly commissioned by Yorkshire Forward and the Arts Council, England and overseen by a Steering Group of RDA and Arts Council officers, local authority representatives and academics.

The Cultural Industries Baseline Study Phases I and II (1998-2002)

This project applied the methodology developed in Kirklees (see below) to the whole of the Yorkshire and the Humber region (Phase I) and then to a selection of participating local authorities that commissioned bespoke studies for their own areas (Phase II). The project contained two methodological refinements over the CTI project: a clearer delineation between commercial and non-commercial activities and a completely new process for estimating the number of businesses operated on a freelance basis. The project was supervised by a Steering Group comprising senior representatives of the Arts Council, the participating local authorities and sector representatives.

The Huddersfield Creative Town Initiative 1997-2000

A European Regional Development Fund Special Initiatives programme funded project. This fund provided grants of up to £3million Ecus to towns and cities that had experienced rapid de-industrialisation with the purpose of piloting new approaches to urban industrial development. Huddersfield was one of 16 towns in the then defined European Community that was successful in attracting this funding for what has now become an internationally recognised exemplar of good practice in urban innovation – the Huddersfield Creative Town Initiative (CTI). I was the academic lead for the research element within the overall three-year project. The research had three purposes: to define, map and quantify the creative industries sector in the Kirklees local authority area; to examine and interpret the development of the sector for the wider purposes of public policy and to establish and maintain an on-line database of companies and artists for the duration of the project. The key published outputs from the project include the three project reports detailed below. With a view to examining the legacy of CTI, in 2003, I in conjunction with Phil Wood, the Project Director wrote a critical paper, offering an evidence-based judgment on the effectiveness of the initiative. The project was overseen by a Steering Group of senior local authority representatives. The United Nations Global Alliance for Cultural Diversity described the Huddersfield Creative Town Initiative as ‘[t]he most commonly cited example’ of urban regeneration through culture (UNESCO, 2004)
